1 Integrated Approach to Area Master Planning in Jubail Industrial City
Integrating Land Use, Transportation, and Infrastructure Planning City Planning Conference February 11-12, 2014 Presented by: Paul Bumstead Dillon Consulting Limited

2 AREA MASTER PLAN VISION GUIDING PRINCIPLES PROBLEMS & OPPORTUNITIES ALTERNATIVE SOLUTIONS EVALUATION OF ALTERNATIVES ACTION PLAN 2 Area Master Planning: Jubail International City Planning Conference

3 COMPONENTS OF THE AMP Integrated process
Background Review Assessment of Opportunities Environmental Screening Land Use Concept Development and Evaluation Transportation and Traffic Analysis Utilities and Infrastructure Servicing Analysis Development Criteria and Phasing Development Criteria, Phasing and Implementation Integrated process Transportation Policy Context Vision, Goals, Principles Land Use Infrastructure Market Urban Design Environment Area Master Planning: Jubail International City Planning Conference

4 PROCESS Conceptual Practical Policy drivers (MPU & L&S Strategy)
Overall Project Drivers Land Use & Transportation Options Recommended Land Use & Transportation Plan Urban Design & Functional Servicing Detailed Design Implementation & Phasing Policy drivers (MPU & L&S Strategy) Market opportunities Environmental constraints All options are formally assessed in Evaluation Matrix Matrix criteria reflects key project drivers Fine-tuning of Recommended Option to ensure practical implementation Informed by evaluation results Detailed urban and functional design of infrastructure to ensure alignment between “conceptual” and the “operational” Provides framework for advancing the Plan Area Master Planning: Jubail International City Planning Conference

5 Vision Objectives Strategy Policy Context Concept Plans
Guiding Principles Area Master Planning: Jubail International City Planning Conference

6 LAND USE & TRANSPORTATION ALTERNATIVES
Develop land use & transportation alternatives Test against evaluation criteria: Land Use Economic Transportation Infrastructure Environment Security ALTERNATIVE 2: CURVILINEAR ALTERNATIVE 4: CONCENTRATED Area Master Planning: Jubail International City Planning Conference

7 PREFERRED ALTERNATIVE
Preferred Option – Alternative 5  Provides a general land use mix which is consistent with perceived market trends and is consistent with Light and Support Strategy Provides for a flexible framework for investment and industry allocation with a variety of lot sizes within each land use and land use distribution The disbursed land use pattern provides an optimal approach for phasing, implementation and marketing of lands Provides for opportunities for strategic diversification within the light and support sector through the location of a variety of light and support land uses Provides for a very efficient development configuration with a grid road pattern Makes best use of high profile sites with highway exposure for Industrial and Heavy Steel Manufacturing, Conversion, and Industrial Services Locates Light Steel Fabrication and Construction uses on the periphery of the area, with easy access to road networks, but away from high profile areas Locates Central Commercial Node next to one of the main accesses to the area, providing opportunities for creating a gateway, high levels of urban design and streetscaping, and locating landmark buildings as welcoming features Minimizes environmental issues with a layout that provides opportunities for reducing solar exposure along the main/longer building façades and thus reducing cooling needs Provides for an efficient and appropriate connectivity with high capacity directional ramps on TS-6 and direct ramps to/from Abu Hadriyah and TS-4 with ability to accommodate trip generation for mid-level development potential Direct ramps provide significant capacity benefits as access to/from all directions Complies with proposed security zone as it does not include direct access to T-308. Notwithstanding Alternative 5’s many advantages, the preferred concept has limited potential to connect to T-308 and T-317 due to the location of the Security Fence north of T This limitation does not provide an ideal level of connectivity between J2 and the Stage 4 lands and may impact the marketability of some lands. Results of Assessment and Evaluation of Criteria Confirmation and Feedback from Stakeholders Initial Assessment Fatal Flaws Overall Ranking Priorities Criteria Weighting Area Master Planning: Jubail International City Planning Conference

11 UTILITY CONCEPTS Utility Concepts Developed for
the following utilities: Surface Water Drainage Potable Water (PW) Sanitary Waste Water (SWW) Irrigation Water Power Telecom Dependence on existing infrastructure and future plans for adjacent areas Area Master Planning: Jubail International City Planning Conference

12 URBAN DESIGN FRAMEWORK
Typical Urban Design & Site Development Guidelines have five key elements: Design Vision & Themes Structure Plan Public Realm Guidelines Site Development Guidelines Visualizations/Concepts Area Master Planning: Jubail International City Planning Conference

18 PHASING RATIONALE Key factors:
Market demand for land Ease of implementation for transportation/ infrastructure Ensure coordinated approach to development Avoid large stretches of vacant land Align with demand trends & allocation strategy Allow for timely landscaping and design elements Provide flexibility for phasing transportation solutions Set priorities for spending program Area Master Planning: Jubail International City Planning Conference

19 Implementation Program
Project Charters Phased Infrastructure Roads Projects Landscape and Irrigation Projects Schedule of Delivery Provide a high level schedule Identify the key milestones Preliminary Capital Cost Estimate Order of magnitude cost for each project charter in each phase. 20 Benefits and Challenges to Integrated Approach
High value for cross-discipline learning: nothing done in isolation all disciplines have an appreciation of the implications they have on other work tasks High value added for the client: reduces the likelihood of re-work at the detailed design stage high value for team approach to subsequent tasks / projects Commitment by team (consultant and client) to communicate through each phase of process Area Master Planning: Jubail International City Planning Conference
