NERC Definition of Interchange Authority The responsible entity that authorizes implementation of valid and balanced Interchange Schedules between Balancing Authority Areas, and ensures communication of Interchange information for reliability assessment purposes.

IAs throughout NERC (as of 3/31) ● 47 BAs have registered as IAs ● Two regions (WECC and SPP) have registered as IAs ● Midwest ISO and its regions (MRO, RFC, and SERC) continue to contest registration with NERC RFC and SERC have registered several non-MISO BAs

WECC Status ● WECC has registered as the IA for all 33 US BAs that were in existence prior to January 1, 2009. ● WECC is working with the newly-approved Griffith BA to execute the IA agreement, and will register shortly thereafter.

BA Responsibilities outlined in IA Agreement ● Fund software providing IA services ● Fund any non-compliance penalties assessed to the WECC IA ● Work cooperatively to develop an emergency operations plan for the possible event of a software or communications failure

NERC SAR Purpose ● Revise the set of Coordinate Interchange standards to ensure that each requirement is assigned to an owner, operator or user of the bulk power system, and not to a tool used to coordinate interchange; ● to address the Interchange Subcommittee concerns related to the Dynamic Transfers and Pseudo-ties; ● to address previously identified stakeholder comments and applicable directives from Order 693;

NERC SAR Purpose (continued) ● to define communications on reloading interchange transactions due to different operational conditions; and ● to bring the set of Coordinate Interchange standards into conformance with the latest versions of the Reliability Standards Development Procedure, ERO Sanctions Guidelines and Uniform Compliance Monitoring and Enforcement Program.
