Council Guidelines $3 million appropriation from state bonds to Council for grants to cities for public infrastructure I&I mitigation — Eligible if on any excessive I&I list and committed to I&I mitigation work — Only construction costs qualify — Requires timeline for project completion — Must meet state requirements — Competitive allocation process: reimbursement of eligible costs, up to 50% 1

Situation Problem — Minnesota Management & Budget (MMB) required filing of real estate declarations in legal documents — I&I projects may have impact on hundreds of properties Solution — MMB issues revised order allowing waivers from filing declarations when filing would be onerous and property(ies) is/are unlikely to be sold 2

Local Government Requirements Formally aknowledge that property or rights are “state bond financed property” Subject to M.S. 16A.645 and commissioner’s order — Commissioner must consent to sale — State money returned if sold or abandoned 3
