2. 2 EUROPEAN COMMISSION CLIMATE CHANGE UNIT Recommendations from the ‘Workshop on Energy Balances and Energy related Greenhouse Gas Emission Inventories’ on emissions from domestic and international aviation and shipping International organisations (e.g. Eurostat, Eurocontrol, ICAO, IMO) are encouraged to assist countries with data on the split between the domestic and international aviation and shipping based on their detailed data sets. Countries that have developed more accurate approaches for the split are encouraged to share their approaches and methods with other countries. Inventory experts are encouraged to share methods and results of more detailed methods with energy experts. Countries should transparently report how they separate international from domestic aviation and shipping in both their greenhouse gas inventories and their energy statistics.

3. 3 EUROPEAN COMMISSION CLIMATE CHANGE UNIT Workshop objectives To consider the current state of reporting of domestic and international bunker fuels from Member States and the disaggregation of domestic from international aviation and navigation emissions To make recommendations to improve data and methodologies, distinguishing between simple approaches, based on fuel statistics, and detailed approaches, based on detailed transport activity data (individual flights, ship movements). To improve methodologies to more accurately disaggregate emissions from domestic and international bunker fuels. To report on progress on activities to improve reporting of bunker fuels by international organisations To share best practice and improve the co-operation between EU member states and with international organisations working on inventories and emissions from bunker fuels and To discuss various different allocation approaches, in particular of emissions of international aviation, and the data and methods needed The workshop should aim to agree on a time schedule for achieving these objectives, taking into account the different mandates of all those involved (national organisations, EU institutions, international organisations)
