1 MAP-21 Performance Management Framework August 8, 2013 Sherry Riklin Bob Tuccillo Angela Dluger
The Moving Ahead for Progress in the 21st Century Act (MAP-21) is a milestone for the U.S. economy and the Nation's surface transportation program by transforming the policy and programmatic framework for investments to guide the system's growth and development. MAP-21 creates a streamlined and performance-based surface transportation program and builds on many of the highway, transit, bike, and pedestrian programs and policies established in 1991. This legislation integrates performance into many federal transportation programs and contains several performance elements..

2 MAP-21 Performance Management Framework
Overview of Framework USDOT Performance Measures State, Transit Agency, MPO Performance Targets State, Transit Agency, MPO Performance Plans Performance-based Transit Programs Transit Asset Management (5326) Safety (5329) Metropolitan and Statewide Planning (5303/5304)

3 MAP-21 Performance Management Framework
To increase accountability and transparency Seven national goals USDOT performance measures State and transit agency performance targets and plans MPO performance based planning and programming

4 MAP-21 Performance Management Framework
7 National Goals Safety Infrastructure Condition Congestion Reduction System Reliability Freight Mobility and Economic Vitality Environmental Sustainability Reduced Project Delivery Delays The cornerstone of MAP-21's highway program transformation is the transition to a performance and outcome-based program. States will invest resources in projects to achieve individual targets that collectively will make progress toward national goals. The FHWA TPM team is working collectively with State and Local agencies across the country to achieve the national goals established by MAP-21 regardless of resource limitations. The national performance goals for the Federal highway programs as established in MAP-21 are as follows: Federal-Aid Program [23USC §150(b)] •Safety - To achieve a significant reduction in traffic fatalities and serious injuries on all public roads. •Infrastructure Condition - To maintain the highway infrastructure asset system in a state of good repair •Congestion Reduction - To achieve a significant reduction in congestion on the National Highway System •System Reliability - To improve the efficiency of the surface transportation system •Freight Movement and Economic Vitality - To improve the national freight network, strengthen the ability of rural communities to access national and international trade markets, and support regional economic development. •Environmental Sustainability - To enhance the performance of the transportation system while protecting and enhancing the natural environment. •Reduced Project Delivery Delays - To reduce project costs, promote jobs and the economy, and expedite the movement of people and goods by accelerating project completion through eliminating delays in the project development and delivery process, including reducing regulatory burdens and improving agencies' work practices

5 DOT Performance Measures
FTA Standards and Measures State of Good Repair Safety FHWA “150(c)” Standards and Measures” Highway Safety – injuries and fatalities Bridge and Pavement Conditions Traffic Congestion and Mobile Source Emissions Freight Movement on Interstate System Performance on Interstate and NHS

6 Establish Performance Targets
Transit Agencies (FTA Grantees) To establish SGR performance targets not later than 3 months after TAM Rule To establish Safety performance targets 1 year after Final Safety Rule States to establish performance targets not later than 1 year after 150(c) measures established

7 Develop Performance Based Plans
FTA Grantees (Title 49) Transit Asset Management Plan Public Transportation Agency Safety Plan FHWA Grantees (Title 23) State Highway Safety Improvement Plan State NHS Asset Management Plan Congestion Management Plan (TMA> 1 million) State Freight Plan (optional)

8 FTA Performance-based Programs
Transit Asset Management (5326) Public Transportation Safety (5329) Metropolitan transportation planning (5303) Statewide and Nonmetropolitan planning (5304)

9 Transit Asset Management 49 U.S.C. 5326
Requires FTA to establish National Transit Asset Management System through rulemaking process: Define state of good repair (SGR) Establish SGR performance measures Recipients and subrecipients implement transit asset management plans Report to the NTD asset inventory data FTA shall provide technical assistance

10 National Transit Asset Management System
Define state of good repair, including objective measures of asset conditions Establish SGR performance measures -- each grantee must set SGR performance targets and report to FTA annually All recipients and sub-recipients must develop transit asset management plans Report to the NTD data on asset inventories and condition assessments Technical assistance from FTA

11 4 Proposed Methods for Defining SGR
Age-based Assets should be scheduled for replacement beyond a certain maximum age Condition-based Assets should be replaced once inspections identify deteriorated conditions Performance-based Assets should be replaced when their deteriorated condition reduces speed or reliability Comprehensive-assessment Combines age, condition inspections, performance data, and maintenance history

12 SGR Performance Measures
FTA must define SGR with objective standards for measuring conditions, and establish a performance measure Each recipient sets their own target within 3 months of FTA establishing the measure: No reward for making a target No penalty for missing a target Annual Report: System condition and any change since last report SGR performance targets Progress towards meeting SGR targets

13 Transit Asset Management Plans
Recipients and subrecipients must develop a TAM Plan FTA plans targeted, risk-based oversight of TAM Plan certifications FTA plans to minimize impacts on small grantees TAM Plan Requirements: Asset inventory with condition assessments Investment prioritization Certification by the recipient to FTA

14 NTD Asset Inventory Module
Expand NTD Reporting of Asset Inventory Data Vehicles already reported, plan to include other assets NTD reporting requirements will be handled separately from the rule-making Likely separate notices for urban and rural Pre-pilot conducted in 2012 Minimize reporting burden Focus on essential data needed by FTA

15 Technical Assistance Two statutory requirements:
Decision support tool for investment prioritization Analytical process for capital investment needs (TERM-Lite) Transit Asset Management Guide Reports from TAM pilot projects More to come!

16 Public Transportation Safety Program 49 U.S.C. 5329
Authorizes FTA to oversee safety of public transportation Safety framework to include: Safety performance criteria for all modes Vehicle safety performance standards Public transportation safety certificate training program Public transit agency safety plans State safety oversight program

17 Public Transportation Safety Program 49 U.S.C. 5329
National Public Transportation Safety Plan Requires FTA to create and implement plan Requires plan to include Safety performance criteria for all public transportation modes Definition of State of Good Repair established under 5326 Minimum performance safety standards for transit vehicles not regulated by other DOT modes

18 Public Transportation Safety Program 49 U.S.C. 5329
Public Transportation Agency Safety Plan All FTA recipients must develop and update annually a board-approved plan Plan must include: Strategies for identifying safety risks Strategies for minimizing exposure to hazards Performance targets based on safety performance criteria and state of good repair standards Establish Safety performance targets 1 year after Final Safety Rule Comprehensive staff training program Assignment of trained safety officer who reports to CEO

19 Public Transportation Safety Program 49 U.S.C. 5329
Public Transportation Agency Safety Plan 5311 Recipients Plan may be drafted and certified by either recipient or State 5307 Recipients: Small Providers/Systems FTA will designate small providers/systems that may have plan drafted and certified by State

20 State and Nonmetropolitan Transportation Planning ( 49 U.S.C. 5304)
