1 TEEB Training Session 1: Integrating ecosystem services values into decision making

2 TEEB Training Overview  Biodiversity and ecosystem services remain largely unaccounted for in business as usual economic activity  Accounting of these values and correcting market failures can help to maintain the flow of these benefits to society  Understanding the policy context too make sure values are integrated into policy making and the right policy responses are selected  Policy assessments are a way to improve the coherence of the policy development process and better integrate biodiversity values into these policies. ©123rf.com

3 TEEB Training Conducting a Policy Assessment  The role of policy assessments is to organize information in such a way that decision makers can consider trade offs and take more informed decisions  Policy assessments help to provide fuller evidence base to take the whole picture into account  Valuation is a tool to help guide decision making – it does not by itself provide the decision  The main policy assessments processes are:  Environmental Impact Assessment (EIA)  Strategic Environmental Assessment (SEA)  Both frameworks should and can complement each other when being used

4 TEEB Training Conducting a Policy Assessment continued…  Assessment frameworks ask questions tailored to the needs of the policymaking process  These cover common areas regardless of policy context:  What is the problem?  What do we want to achieve?  What are the options for addressing the problems?  What are the impacts of different options?

5 TEEB Training Conducting a Policy Assessment continued…  Challenges to be taken into consideration to ensure the execution of effective assessments:  Measurement – comparability  Data availability – including suitability to task, timeliness etc.  Lack of scientific certainty – including conflicts  Unidentified value of biodiversity  Uncertainty over relationship between biodiversity and ecosystem services  Scales of impact – geographic, temporal

6 TEEB Training Applying the TEEB Approach  The TEEB approach (Recognize, Demonstrate, Capture) can:  Strengthen policy assessments by assisting with the selection of the right policy instruments for improved stewardship of natural capital  Help integrate biodiversity and ecosystem values into decision making processes Recognizing value: Norms, Regulations and Policies can be applied e.g. establishment of protected areas Demonstrating value: Economic and fiscal incentives can be applied e.g. reforming harmful subsidies, biodiversity offsets and conservation banking Capturing value: Market mechanisms can be applied: e.g. PES, green public procurement etc
