Leadership in Environmental Stewardship in a Fiscally Prudent Manner WAUKESHA COUNTY SUSTAINABILITY EFFORTS

 County Executive called for Sustainability Initiative  First Sustainability Plan 2008-2010  County Board Adopted Sustainability Policy  Updated Sustainability Plan 2010-2014  Return on Investment closely monitored

Collected and Analyzed 6 years of data for baseline. Placed all data for buildings in EPA’s Portfolio Manager software. www.energystar.govwww.energystar.gov Building energy analysis by Focus on Energy and other consultants to detail needs. Implementing Focus on Energy and consultant recommendations results in 19% energy savings by year 2025.

 “Waste Heat” Use ◦ Installed a dehumidification system that uses "waste" heat from the ice chiller system to dehumidify the Ice Arena in place of a natural gas dehumidifier. ◦ Estimated 60% Natural Gas Reduction ◦ 6 year ROI

 LED signal heads vs. incandescent bulbs cost savings is $70,500 (3 yr ROI)  LED luminaries (street) lights are 75% more efficient than former high pressure sodium bulbs

 Exposition Center – LED replacement of 72 parking lot lights. 70% reduction in electrical cost. $4,800 annual reduction  Design underway for all other Government Campus parking lot lighting. Installation by year end.

 Installed motion detectors in various facilities in common rooms such as conference rooms  Law Enforcement Center ◦ 966 lighting fixture upgrades ◦ energy savings of 23% to 41% depending on the fixture  Exposition Center ◦ 273 lighting fixture upgrades ◦ energy savings of 30% to 90% depending on the fixture ◦ Less than a 3 year ROI

 Retzer Nature Center ◦ 40-ton vertical closed loop system ◦ Borefield: 20 wells at 300 feet ◦ 9 existing furnaces and 5 air condition condensing units ◦ Used in Learning Center, Planetarium and Maintenance Building ◦ Estimated 40 – 60% Energy Savings; 13 year ROI  Proposed Health and Human Services Building ◦ Proposed 138,000 square foot building ◦ Projected natural gas use 11% of total energy use ◦ Geothermal ROI over conventional system – 53-66 years ◦ Project not pursued further

 Retrofitted domestic natural gas hot water heating system with a solar heating system in the County Jail. ◦ The building houses 346 inmates and 50 employees. ◦ Annual savings of 4,640 therms and 552 kWh ◦ Anticipated ROI 10 years ◦ Incentives of $96,000, $48,000 from Focus on Energy & $48,000 from WE Energies

 Evaluated a retrofit of domestic natural gas hot water heating system with a solar heating system at the Law Enforcement Center. ◦ The building houses 192 inmates and 80 employees. ◦ includes a cafeteria and kitchen that serves on average of 2,400 meals per day. ◦ Anticipated ROI 20 years. ◦ Project not pursued further.

 Administrative and Policy Support is Essential  Benchmark current conditions and track facility energy use  Take a business approach to selecting projects (ROI)  Work Closely with Focus on Energy Representative  Pursue and Reinvest Rebates

Building Design and Operation Grounds and Site Management Land Use and Environment Purchasing and Employees Transportation
