Help Domestic Manufacturers Retool and Make New Investments Federal assistance via direct grants, loan guarantees, or low-interest loans. Expand the Advanced Technology Vehicle Manufacturing (ATVM) Loan Program to include low-emissions transit vehicles, rail cars, and clean truck technologies.

Target Gaps in Domestic Supply Chains and Technologies to Reduce Pollution If we improve the existing bus and railcar domestic supply chains we create the potential of a 30% job increase DOT and MEP coordination in identifying U.S. manufacturers that can meet demand for products, or can retool to fill a supply chain gap
