9. Charlotte Surface Waters Charlotte is located primarily in the Otter Creek Watershed Charlotte surface waters are comprised of numerous brooks, streams, and rivers, and of course, Lake Champlain. The LaPlatte River and Lewis Creek are two of the main surface waters in Charlotte.
