Related Issues Matrix update and National Strategic Planning Agenda Need to revisit the Jam matrices and update it to focus on new emergent priorities such as MDGs related issues- water resources, Environment, and critical infrastructure as recovery and accelerated development programs. To develop a joint framework for the integration of the JAM into the national strategic planning agenda – Five Year National Plan, 2007 being the base year. To launch the suggested thematic groups to expedite project implementation and tracking of the matrices. To develop a sound mechanism for prompt resource utilization of donor flows in the context of the national plan and its priorities.
