1 Results Monitoring – Second Sudan Consortium Government of National Unity, Northern States, Three areas. 1. Establishing core capacity  Basic financial management laws approved.  Overall upgrading needs of civil service assessed.  FFAMC legislative framework finalized- monitors disbursements.  Decentialization and competencies of lower levels of government clarified.  Joint National Transition Team established and operationalized. Three Areas: -All commissions and institutions provided for by the CPA and INC are established and operationalized.

Rule of Law  Review existing laws to comply with INC and CPA.  Voter registration launched.  Commissions and institutions as agreed in CPA established and operational.  Media communication strategy developed to support peace.  Review regulatory framework for media.  Review regulatory framework for NGOs. 3. Economic Policy  Policies conducive to macro-economic stability with high economic growth rates.  Improving debt management and debt sustainability.  Improving fiscal management.  Enhancing investment development.  Monetary policy.  Public Expenditure Review.  Restructuring of Central Bank of Sudan.  Preparation of full-fledged Poverty Eradication Strategy paper.  UN-Humanitarian, Recovery and Development Action Plan- 2003-2008. Three Areas: -Recovery and Development.

Productive Sector  Investment promotion regime adjusted.  Private Sector Strategy developed.  Micro-enterprise development program (MEDP), and micro-finance schemes.  Agricultural census.  Forestry and Forestry products.  Support livestock production in the traditional rainfed farming areas.  Environmental & social impacts of existing oil contracts.

Basic Social Services  Mobilization campaign for adult literacy.  Classroom construction and rehabilitation program.  Targets for teacher recruitment and training.  EMIS program to be in place.  Health policies reviewed.  HIV/AIDS policies and targets.  Potable water supply and sanitation.  Capacity building to improve skills and efficiencies in the water sector.

5 6. Infrastructure  Rehabilitation and construction of rail, road and river transport. Three Areas -Environment and Urban Development. -Upgrading airstrips in war affected areas. -Water and Sanitation.

Livelihood and Social Protection  Demining of main road links and fields in areas of high return.  Emergency survey & route verification for returnees  Establishment & capacity building of regional sub- sectors  Targeted mine risk education  Record mine victims.  Targets for return of refugees and IDPs.  Reuniting children or providing alternative care.  Community – driven recovery programs.  Squatter rehabilitation programs. Three Areas -Demining of main road links and fields in areas of high returns. -Targets met for refugees and IDPs returnees. -CDR programs expanded.

Information and Statistics  Household Budget Survey.  Livestock Census.  Integrated statistical database linking line agencies and lower levels of government.  National Population Census.  MDG programs report published. Three Areas -Integrated statistical database to be established. -Population census preparation.

Related Issues Matrix update and National Strategic Planning Agenda  Need to revisit the Jam matrices and update it to focus on new emergent priorities such as MDGs related issues- water resources, Environment, and critical infrastructure as recovery and accelerated development programs.  To develop a joint framework for the integration of the JAM into the national strategic planning agenda – Five Year National Plan, 2007 being the base year.  To launch the suggested thematic groups to expedite project implementation and tracking of the matrices.  To develop a sound mechanism for prompt resource utilization of donor flows in the context of the national plan and its priorities.
