The purpose of this RFP is to select a vendor that can satisfy the State’s need for on-demand production and distribution of license plates and registration documents. It is the intent of the BMV to contract with a vendor(s) that provides quality centralized on-demand production and direct distribution of all Indiana license plates and registration documents. The Scope of Work is divided into two major parts – On-demand production and distribution of license plates – On-demand production and distribution of registration documents Purpose of the RFP

It is not mandatory for a company to bid on both the production and distribution of license plates and the production and distribution of the registration documents, but bids for only portions of one of the two parts will not be accepted. The State reserves the right to award to one or multiple vendors, based on the best interest of the State.

Term of Contract The term of the contract shall be for a period of five (5) years from the date of contract execution. There may be one (1) five-year renewal for a total of ten (10) years at the State’s option.

Cost Proposal (Attachment D) All respondents who intend to submit a proposal for the production and distribution for all Indiana license plates should provide a per plate cost for each plate type (1- color, 2-color, & motorcycle) that includes the following breakdown: – Per Plate Production/Labor Cost (PEN Products Portion, pre-determined) – Per Plate Shipping/Packaging Cost – Per Plate Materials/Equipment Cost – Per Plate Other Services Cost All respondents who intend to submit a proposal for the production and distribution for all Indiana registration documents should provide a per registration document cost that is all inclusive of decals/stickers, supplies, labor, equipment, etc required to produce and distribute the registration document. – The cost proposal template does allow respondents to propose an alternative solution for the production and distribution of the registration documents, but they must provide pricing in both the "Registration Doc Production" tab and the "Alternative Registration Solution" tab.

Price will be measured on a pro-rata share. The vendor who proposes the lowest cost to the BMV (for each part) will receive the full 25 points. All other vendors will receive a share of those points based on their relative cost. For example: – Respondent 1 = $50,000 – Respondent 2 = $75,000 – Respondent 3 = $100,000 Scoring Formula =(lowest price/respondents price)*available points – Respondent 1 receives 25 points for cost. ($50,000/$50,000)*25 – Respondent 2 receives 18.75 points for cost. ($50,000/$75,000)*25 – Respondent 3 receives 12.5 points for cost. ($50,000/$100,000)*25 Cost Scoring

Proposal Preparation Buy Indiana, Business Proposal (2.3.13) – Status shall be finalized by proposal due date – 5 definitions, details provided in Business Proposal Indiana Economic Impact, Attachment C – Definition of FTE (Full-Time Equivalent), Example The state defines FTE as a measurement of an employee's productivity on a specific project or contract. An FTE of 1 would mean that there is one worker fully engaged on a project. If there are two employees each spending 1/2 of their working time on a project that would also equal 1 FTE.

Proposal Preparation If bidding on both parts, you must complete 2 IEI forms, 2 MWBE forms and 2 IVBE forms (if using MWVBE subcontractors), one for each part. Please return all attachments in the format provided. For example, Cost Proposal (Attachment D) must be returned in Excel format. Use the templates provided for all answers Do not alter templates

Minority and Women’s Business Enterprises Prime Contractors must ensure that the proposed subcontractors meet the following criteria: Must be listed on the IDOA Directory of Certified Firms Each firm may only serve as once classification – MBE or WBE A Prime Contractor who is an MBE or WBE must meet subcontractor goals by using other listed certified firms. Certified Prime Contractors cannot count their own workforce or companies to meet this requirement. Must serve a commercially useful function. The firm must serve a value-added purpose on the engagement. Effective July 2013, IVBE scoring methodology will be utilized for all RFP’s released New Process – IVBE scoring is conducted based on 5 points plus a possible 1 bonus point scale - IVBE: Possible 5 points + 1 bonus point Professional Services Scoring Methodology: -The points will be awarded on the following schedule: -Fractional points will be awarded based upon a graduated scale between whole points.
