10 START Projects 2012-2013 10 Arctic Village & Venetie Village Challenge: Electricity costs hovering at $0.90 per kWh and heating fuel at $12 per gallon. Solution: Build capacity for local utility personnel, re- apply to the PCE program Key Accomplishments: Improved utility management and reinstated the PCE program in 2013, reducing residential electricity rates by 50% and 60%, respectively Repaired diesel gen-sets to improve efficiency and reduce energy costs Arctic Village & Venetie Village Challenge: Electricity costs hovering at $0.90 per kWh and heating fuel at $12 per gallon.
