2. 2 Introduction Produced by the EIF with EU financial assistance; EIF => experience in the structuring and operating JEREMIE holding funds as well as organising FEIs supported by Structural Funds; Handbook = No interpretation of the Regulation; Steering Group under the coordination of DG REGIO (7 members coming from 4 different MS representing 5 MAs and 2 FIs) => consultative role

3. 3 Introduction Very valuable and constructive contributions of the Steering Group; Very diligent review of first draft Handbook; => The consultation allowed DG REGIO to better identify expectations of different parties with respect to the Handbook and, in general, the needs with respect to on-going guidance and assistance for the implementation of the JEREMIE operations. DG REGIO thanks the Steering Group

4. 4 Purpose of the Handbook Guidelines on the start-up and implementation after the signature of the funding agreement between the MA and the JHF; Analyse major steps; Procedures, controls and decision points; JHFs by various FIs may follow their own operational procedures, support other FEIs and/or provide other types of financial Instruments for SMEs => Purpose is NOT to examine any particular operational practices of these institutions and/or the different legal structures

5. 5 What does the Handbook cover? Issues concerning implementation of the initiative from the inception of JHF until the launch of CoI for the selection of FIs Selection of the FIs in the context of a CoI Post-implementation phase (reporting routine, monitoring tools, procedures at the level of the FIs and the SMEs and closure of both a financial instrument and the activities of the JHF)

6. 6 What does the Handbook cover? Modularity of the steps => guidelines are of general nature to be a adapted relatively easily to various organisations should they manage a JHF Graphical representation provides a useful tool in adapting the described processes A number of useful templates
