Purpose of the parallel session To dialogue on policy formulation in the SADC region. An update on the national status of pilot countries in aligning national legislation to the SADC Seed System was also shared. 2

Progress made in alignment of legislation to the SADC Seed Regulatory System : 3

Are we on track to realize the vision of Seed Policy harmonisation? The light at the end of the tunnel is now visible. Individual countries are at different stages of aligning their legislation to the MoU. Other spin offs of the process include the enhancement of networking of stakeholders within the Regional Seed Sector. 5

Lessons Learnt: Policy Reform Policy reform processes are inherently complex especially if they are initiated ‘outside’ government They involve delicate management of the process and use of persuasion approaches at each step of the ‘standard process’ Post harvest technologies: Successes elsewhere not replicable everywhere Cultural sensitivities a factor 7
