4 Introduction to SESA A form of Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) that can assist managers and leaders in making decisions about proposed policies, plans and programs

› ensure environmental and social concerns are integrated into PPP formulation and decision-making. › Two main purposes: › SESA as an environmental and social safeguard check on already drafted PPPs before official adoption. › SESA as an internalized planning tool to consider environmental consideration during PPP formulation. › SESA is most commonly applied as an extension of EIA and SIA principles and practice to PPPs. 5 Purpose of SESA

6 Regional Background and Legal Requirements Cambodia Only project level EIA is required. China SEA officially adopted in 2003 legislation, administrative frameworks and technical guidelines. Lao PDR Approved the introduction of SEA to the Law in Mid-2009; regulations and guidelines yet to be developed. Myanmar Only basic environmental assessment framework in place Thailand SEA not legally required draft regulations and guidelines exist Vietnam Officially adopted SEA into Law in 2005 SEA guidelines approved in Dec 2008
