North Lanarkshire Council Experience of Using Common Client Tracking Systems Hanlon Skills Register System

Timeline January 2008Tender issued February 2008Hanlon Computer Systems Awarded Contract March 2008Customising the system 17 April 2008System goes live with 18 projects and 60 users Indefinite issues Development of system Training new users Improving efficiency of reports – capturing the right data Expansion of system: Fairer Scotland Fund June 2009Implementation of Business Tracking System

What has worked well Existing systems: Routes to Work, Council systems The system is simple to use, user friendly Relationship with Hanlon – single points of contact Dedicated mailbox for user help Hanlon mirrors our employability service – referrals, multiple interventions, register just once Projects are happy

Problems encountered Resources – no dedicated team to implement the system Users – varying ability to use a PC System development – new functions added Demand from project users for reports Quality of data – the cleansing begins Full functionality of the system – distance travelled

The Analysis We know that… Jobcentre Plus is the most cited referral source into the model – greater publicity from North Lanarkshire’s Working? Almost one quarter (1,114) clients have no qualifications – referrals to Literacy and Numeracy The referral module is working well – over 180 referrals from health projects to Routes to Work We are engaging with 44% from the 15% most deprived areas – case for targeted interventions?

The Future Cost implications – will partners be happy to pay Roll out across the Council and other partners Future of the CPPs and employability services Getting the most out of the system – The Portal – allowing businesses and clients to register

Any questions?
