2 Introduction – The current situation  Governments‘ decisions based on scarce data  Collection of data often not considered as a long-term investment by Governments  Need to improve national systems‘ ability to collect and store migration statistics  OSCE pS acknowledge the need to share information between national stake holders. Ministerial Council Decision 5/09 on Migration Management

3 Barriers to change the current situation  Predominance of National Reality over International Standards  Incomparability of national definitions and data collection practices  Perceived sensitivity of migration data and power of information  Necessity for ensuring data protection  Different data needs at national and international levels

4 Specific challenges to migration data in the CIS Region  Different levels of development in states’ institutions and infrastructures  Different practices of data collection in different sets of data collected  Building further trust among governments in the region  Different understanding of migration related data  Broad variation in national capacities (both financial and expertise)  Need for enhanced coordination at the national level

5 The Role of the OSCE:  Data is crucial for decision making and insufficient and incomparable data can in the long run undermine the stability and security in the OSCE region.  Ministerial Council Decision 5/09 on Migration Management - The OSCE Ministerial Council encourages the participating States to continue to work on migration management by “improving the collection of comparable data on migration, in order to facilitate dialogue and exchange of best practices at the OSCE Level”.

6  OSCE: political organization well placed to:  provide a regional platform for discussion, continued dialogue, and exchange of best practices on how to strengthen cooperation among States  encourage migration data sharing among involved parties  First indispensable condition to start a migration data harmonising and collection process in the CIS region: political will  Different ministries, agencies governments and other relevant institutions involved in the data collection process need to cooperate The Role of the OSCE:
