Introduction Call for Proposal is launched under KRDP Result 2 of KRDP programme and targets ASAL counties in Kenya. The European Commission (EC), through the MONK&AL, issued a restricted call seeking concept notes for Pastoral and Agro pastoral Livelihood Support Activities in Arid and Semi- arid Lands (ASAL) areas with FA from KRDP in January 2012.

Objective and aim Aim – Increased capacity of ASAL communities to respond effectively to drought and other vulnerabilities The overall description of the project – To increase capacity of ASAL communities to respond effectively to drought and other vulnerabilities Specific objective of the CfPs – to strengthen drought preparedness mechanism and related risk minimizing strategies, and to promote – Develop ASAL based value chains. It is expected that the actions will strengthen capacity of the rural communities in arid area of Kenya to mitigate the impact and /or recover integrate with on-going GoK programmes. – Total Allocated Funds for the call: EUR 9,000,000.

CfP Coordination at the National Level According to the KRDP Financing Agreement, NDMA is the Contacting Authority (CA). CA has the role of coordinating the Call for Proposals (CfP), as such charged with the overall responsibility of overseeing the technical and financial implementation of the various projects as per the approved proposals at the National and County level. At the national level, At the national level, – the grantees will be required to send their progress reports to the Contracting Authority for review, approval and further submission to the EU Delegation. Any change of the implementation or budget will have to be approved by the CA, before any disbursement of funds from EU. – During implementation of selected projects, NDMA will be required to endorse disbursements of funds to the eligible NGOs, which will require a thorough review of financial and implementation reports, while the EU Delegation will execute the payments.
