Examples from Safeguards Implementation Practice
Most examples come from large scale infrastructure and civil works projects, such as roads, railroads, hydropower “Ugly” refers to those situations where poor environmental performance results not from a lack of means, or for economic gains, but from disinterest and ignorance. “Good / Bad / Ugly” was chosen to illustrate the possible range of implementation practice.
The Bad
Excessive spatial footprint, lack of soil and vegetation conservation and erosion control; Poor design regarding long term environmental performance, impacts beyond construction period and project boundaries. Lack of waste management, emission control and pollution management;
The Good
EMP-Implementation, adherence to regulations and standards; Single individual’s understanding and respect for valued environmental components, basic positive and responsible attitude; General site management and good housekeeping, economic use of resources, corporate environmental / social policy;
The Ugly
Lessons learned (1): Being good is quite simple. So who wants to be bad, or ugly?
Lessons learned (2): The right talk is the first step. Only the right actions make a positive impact.
