How Does a Cat climb a rubber Band Tree??  Hamilton’s National Bank brought the meaning of the Constitution into question  Madison and Jefferson believed the Constitution meant what it said and therefore did not Call for a National Bank  Hamilton called a National Bank necessary and Proper and instituted the Elastic Clause  Washington Decided a National Bank was Necessary and sided with Hamilton
