Evaluating Governance Processes (including multicollege districts) Standard IV Carlotta Campbell, College of Alameda Maggie Taylor, Fresno City College ASCCC Accreditation Instititute 2010

Presentation Overview Introductions Standard IV Issues and Concerns ASCCC Accreditation Instititute 2010

Standard IV: Leadership & Governance Std IV A: Decision-Making Roles & Processes – The institution recognizes that ethical and effective leadership throughout the organization enables the institution to identify institutional values, set and achieve goals, learn and improve. Std IVB: Board and Administrative Organization – …institutions recognize the designated responsibilities of the governing board for setting policies of the chief administrator for effective operation of the institution. Multi-college districts clearly define the organizational role of the district and colleges. ASCCC Accreditation Instititute 2010

Themes in Standard IV Participative Processes – Governance structures, processes, and practices Leadership Communication Roles of Authority and Responsibility It’s more than board policies and admin regs. ASCCC Accreditation Instititute 2010

Roles and Processes Std IV A,2a: Decision-Making Roles & Processes – Faculty & administrators have a substantive and clearly defined role in institutional governance and exercise a substantial voice in institutional polices, planning and budget that relate to their areas of responsibility and expertise…. Students and staff also have established mechanism for providing input into institutional decisions. Std IVA, 2b – The institution relies on faculty, its academic senate …for recommendations about student learning programs and services ASCCC Accreditation Instititute 2010

Exercise Directions Draw a diagram of the governance structure at your college and district. Indicate how decisions are made. Include a definition of participatory (shared) governance at your college. Draw a diagram of the communication processes at your college. In both situations, are all of the stakeholders represented. Where’s the evidence? ASCCC Accreditation Instititute 2010

College Fictitious #1 The administration met over the summer to discuss college reorganization and development of institutional Action Priorities and Goals. When faculty returned in the fall, they were presented with a draft and the college made a good faith effort to disseminate and articulate the institutional goals and values towards improvement. The team recommends participatory governance groups strive to clarify and strengthen individual and collective understanding and adherence to appropriate consultation practices and to define decision-making processes and authority. ASCCC Accreditation Instititute 2010

College Fictitious #2 The team recommends: – The district provide clear delineation of functional responsibilities and develop clear processes for decision-making. – The college continue to develop, implement, and evaluate a college wide strategic plan that results in a cohesive planning framework. The college should remain cognizant of the strategic development of the District as it moves toward increasing the number of colleges in the district. ASCCC Accreditation Instititute 2010
