4th Ministerial eGovernment Conference

“Reaping the Benefits of eGovernment” Objectives: Focus on results and impact, rather than visions and promises: eGov delivers now! Stress that Member States have main responsibility to deliver and link their efforts to EU agenda(s); Recall European Commission support to Member States as well as responsibility for the development of its own actions. Discuss how eGovernment can be used to deliver effectiveness, accountability and transparency policy goals, and exemplify how information and communications technology can transform citizens’ and businesses’ experiences when dealing with public services. 4th Ministerial eGovernment Conference

Ministerial Meeting Objective: Approval of a Ministerial Declaration with following priorities: Cross-border Interoperability Reduction of administrative burdens Inclusive eGovernment Transparency and democratic engagement

Exhibition 52 finalists e-government best practices cases with a total area of 1400 sqm. Portuguese Stand with 250 sqm. European Commission stand with 150 sqm Sponsors booths with a total area of 700 sqm. Lounges and internet café with 15 stations

Awards Ceremony Finishing the first day of event we had the eEurope eGovernment Awards Ceremony presenting the e-government best practices cases that were distinguished within each of the five categories: –Better public services for growth and jobs –Effective and efficient administration –Participation and transparency –Social Impact and cohesion –Most inspiring Good Practise (voted online) This ceremony was present by the EC Vice President and by the Portuguese Minister of the Presidency.

Numbers of eGovernment Conference 1300 participants 70% international ational participants 39 countries represented 18 ministers present sqm for the whole Conference 150 laptops at exhibition area 4000 meals served 55 journalists onsite + than 500 news at national and foreign Media

Evaluation In order to have a precise evaluation of the Conference, a questionnaire with 7 questions was done to the participants in the last day. We try to do overall questions trying to evaluate their sensibility in terms of organisation, conference venue, exhibition area and the most important their felling about plenary and parallel sessions contents. We have done it to: –510 participants, –33 different countries.

Discussion about the future of the group - Integration of eGovernment issues in the other EUPAN WG - Enhance cooperation with others (EU, ODCE…) - Enhance cooperation among the WG’s by developing new working methods (LT) eGovernment WG All the Member States present stressed: Importance of the experience and knowledge added up by the working group Benefits of having a forum which allows the informal exchange of experiences in this field

“Focus on Citizen Centric Services” Importance of transforming the Back Offices to achieve this main goal in collaboration of all members in sharing experiences and producing resolutions Work the 3 dimensions: processes/organizations, human resources and technology Identify how could countries understand the citizens needs Users centric services, focus on the citizens Develop online services, promote the use of this channel, but not forgetting the power of the face-to-face services distribution eGovernment WG

MTP – E-Government Priorities

ENHANCING THE EFFICIENCY OF PUBLIC MANAGEMENT Focusing on User Centric Services in two perspectives: 1. Reduction of Administrative Burdens for Citizens A main goal of eGovernment services is to reduce administrative burdens for citizens and companies and to develop better and more efficient services. Activities identify services with high impact on the reduction of administrative burdens for citizens; analyse the different forms and models to put in practice the transformation of backoffices; discuss how to encourage cross-government collaboration; to work on guidelines to manage transversal services; analyse the different methodologies to measure the progress an success

MTP – E-Government Priorities DEMOGRAPHIC CHANGE 2. Inclusive Government. New way of delivering public services, focused on business and citizens’ needs and based on a multichannel integrated structure, including face-to- face delivery. Activities: identify the initiatives addressing the needs of disadvantaged and potentially excluded citizens; discuss how to develop multi-channel services, giving special attention to the exchange of experiences in an innovative climate for the services delivery through mobile platforms (mobile and fixed telephone) identify the acquisition of different skills (not only technical skills) of public agents; exchanging experiences of how to stimulate the use of eGovernment services by citizens
