The Bureau of Land Management (BLM) has launched a new program encourages an open and collaborative land use planning process through (IT). BLM has partnered with ESRI to build a common planning data model and core land management tools for the BLM enterprise. Two ESRI software programs, ArcIMS and ArcSDE supply the tools for ePlanning. The ePlanning tools and technology let planning teams create integrated documents easily.

A New Mechanism for Land Use Planning: Dynamic web-based documents let BLM users and the public read land use plans, view maps related to the plans and submit comments. Interactive documents link specific sections of text to specific features on maps and allow users to click on map features to relevant text.

The spatial component of ePlanning uses ArcIMS to allow users to click on map features to view relevant text. Specific document text can be related to relevant feature locations.

The long-term goals of using GIS: 1- Transitioning ePlanning from a pilot project to an enterprise solution. 1- Transitioning ePlanning from a pilot project to an enterprise solution. 2- Increasing the use of internet for building and publishing planning.
