 Governments should recognize the three major causes of terrorism as lack of education and poverty, political views, and religious beliefs

Education/poverty Less to lose without a higher education Not attending school they have more free time to get involved in illegal activities

Political Views  “Terrorism is premeditated violence against citizens intended to cause fear and terror and to influence public opinion and government policies.” – Spagnoli

Religious Belief - Extreme hatred - Consist of sacrifices and bloodshed

Counter Argument  ¾ of the Al Qaeda members were to the middle and upper class, 63% had gone to college.  Part of the 9/11 attacks and attacks in Indonesia were formed by very intelligent men.
