INTRODUCTION Water Services Bill  Article 36 – Statutory basis  Plans must be reviewed at least once every 6 years  Lesser period as required or as directed by Minister  WSA cannot act contrary to Plan

Functional Areas  Each WSA to make a Plan for its functional area  2 or more WSAs may make Plan in respect of all or part of functional areas  All functional areas must be fully covered by an individual or joint Plan or combination of Plans

Full Account  Development Plans  Regional or spatial planning guidelines  Water quality management plans  Waste management plans  River basin management plans or programme of measures under WFD  Any other prescribed plans, strategies or guidelines

Objectives  To protect human health and the environment  To facilitate the provision of sufficient water services for domestic and non-domestic requirements  To support proper planning and sustainable development including sustainable use of water resources SHALL SPECIFY MEASURES OR ARRANGEMENTS TO SECURE OBJECTIVES

Scope of Plan a)Drinking water quality b)Prevention of risk to human health or the environment c)Current and projected demand for water services d)Arrangements in place or planned for the provision of water services

Scope of Plan Contd. e)Shortfalls in provision of water services f)Water conservation measures in place or planned g)Monitoring arrangements including lab facilities h)Asset management planning i)Income and expenditure j)Incidental and ancillary matters

Minister’s Powers  Make Regulations prescribing any matter to be set out in a Plan including consultation procedures  Plan to be submitted to the Minister  Direct a WSA to revise and resubmit a Plan by a specified date

Minister’s Powers  Require 2 or more WSAs to jointly make a plan for all or a specified part or parts of their functional areas  Require that the making of Plans by 2 or more WSAs be co-ordinated  Require a WSA at any time to revise or replace a Plan

Implementation WSA must  Publish notification of the making of the Plan  Transmit a copy to prescribed persons  Take such steps as are appropriate and feasible to attain the objectives and provisions of the Plan
