ECOWAS as a Regional Economic Community (REC): in 2014 (340 millions habitants, superficie of 6,1 millions de km2). ECOWAS is the regional integration organisation (RIO) of 15 MS  Benin; Burkina Faso; Cape Verde; Cote d’Ivoire; Gambia; Ghana; Guinea; Guinea Bissau; Liberia; Mali; Niger; Nigeria; Senegal; Sierra Leone; and Togo  Overriding objective is to promote cooperation and integration, leading to the establishment of an Economic Union in West Africa  Article 3 of the Revised Treaty establishes the aims and objectives to be the formation and subsequent evolution of a:  Free Trade Area (FTA) = ECOWAS Trade Liberalisation Scheme (ETLS – Goods-only Agreement duly notified at WTO)  Customs Union (First stage – implementation of CET commenced in January 2015)  Common Market (Free Movement of persons; goods, services and capital)  Monetary Union (Single Currency by 2020)  Economic Union  Under the overarching aim of economic stability and equitable development among the MS 4

2- STANDARDISING RAW DATA ECOWAS'S TREATMENT TO COMPLY WITH IMTS BY REGIONAL REGULATIONS AND DECISIONS (LAWS) AND THE CONTENT OF THE SINGLE DECLARATION FORM (Art.19) 1. The Scope and the time of Recording (Chapter I, Art 1,2,3, 4 and 16 in chapter II); 2. Trade System (Chapter I, Art 4, 5, 6, 7 and 8); 3. Commodity classification (Chapter I, Art II); 4. Valuation (Chapter I, Art 12); 5. Quantity measurement (Chapter I, Art ); 6. Partner country (Chapter I, Art 13); 7. Mode of Transport (Chapter I, Art 14); 8. Data compilation Strategies (Chapter II, Art 17 to 22); 9. Data quality and metadata (???) 10. Dissemination (Chapter III Art 27); 11. 3- DATA COMPILATION STRATEGIES  ECOWAS'S TREATMENT: 1.Customs data records are the main source used to compile ECOWAS's International Merchandise Trade Statistics. 3 kind of customs Information's Systems (12=Asycuda, Sydam, GCNet, Gainde).  2. The raw data is giving for each record the appropriate customs procedure applied. (We tried to harmonized the CPC whitin the region but it is not so easy, After a close collaboration with customs Experts we put in place a Britch table to associate CPC and trade type). Meanwhile, we would like to formalize and unify the CPC within the region. 6

3- DATA COMPILATION STRATEGIES (continued)  ECOWAS'S TREATMENT (continued): 3. In only a small number of instances are non–customs sources used in the compilation of trade statistics. For example, exchange rates supplied by the Central Banks are used to compile the Regional data. Also, some Member States are using surveys data particularly for exports. These data are integrated to ensure the quality of the data.  4. For informal data integration as transborder surveys, and the data reconciliation figure, for the countries who realized them, the data are not yet integrated in the IMTS data. We are looking for funds to generalize the survey approach. We decide that the survey will be made by all the NSO at the same time.. 7

3- DATA COMPILATION STRATEGIES (continued)  ECOWAS'S TREATMENT (continued) : 5. In the Member State side The NSO is the National Agency responsible for the compilation and dissemination of international merchandise trade statistics except for CI.  The NSOs and Customs Offices have a good relationship that provides a solid foundation for timely trade statistics.  A Regional Regulation formalized the relationship between all the stakeholders involved in the trade statics compilation. 8

4- TOOLS AND TECHNIQUES ECOWAS'S TREATMENT :  The use of a common TEXTS, common TOOLS and common Methodology by phase under the Regional coordination.  Mainly based on Customs IT Systems and to comply with Article 19 of the Regional Regulation (information to be recorded at least from the Single Declaration Form);  The use of EUROTRACE package for all the Member States. 9
