Justification of Need Demographics: Poverty Rate 64.2% for school, 61.71% for county 21.7% of mothers hold less than a high school education. 9% of the district population hold a BA degree or higher. Low identified occurrence of substance abuse. 14.4% unemployment as of December, 2009.
