WASHINGTON STATE DEPARTMENT OF COMMERCE Washington State Weatherization Pilot Project NASCSP Mid- Winter Conference February 2010

ARRA Funding Unit Production Challenge: Meet production targets after legitimate delays to meet DOE plan and Governor expectations Solution: Start a six-month pilot project to directly target weatherization work for units within the state’s Housing Trust Fund portfolio. Projects are direct service to supplement the work performed by the Community Action Network to make sure goals and targets are met.

ARRA Funding and Pilot Project: Recipe for Success The Process Employee reassignments Vendors procured Identify properties targeted Check with CAPs Perform audit with vendor Measures: CFLs, low-flow aerators and showerheads, insulation, air sealing, venting

Trailside Village: 250 multi-family units in Everett, WA

Matsusaka: 25 units in Tacoma, Washington

Manresa: 20 multi-family units in Lakewood, WA

Columbia View Harbor Apartments: 16 units in Kalama, WA

Results and next steps Washington State on track to meet or exceed ARRA production expectations. 2,400 units will be weatherized by the end of March Transition out of direct service by July Meet with CAP directors in two weeks Objective: Establish CAP driven rapid response mechanism
