NOAA Weather Radio is the voice of the National Weather Service. However the majority of the American Citizens get there weather information from watching TV.

NWS Service Assessments are part of the Verification Program. The NWS Director decides whether to perform a Service Assessment. An official report is released when the assessment is done and the NWS Director has approved it.
