Global Development Groups Four development groups: --United Nations --World Bank/IMF --OECD --Group of 20 Overlapping, sometimes competing programs. None has it together, really. Are their programs targeted properly? (See: The Evolving Architecture for Global Development Cooperation, Brookings Institution, November 2011)

Where Are the Poor? 10% in stable, low-income countries. 40% in “post-conflict” states. 50% in stable, middle-income countries. Most development programs aimed at the 10%. “Official development assistance” is now tiny fraction of direct trade, investment. Brookings: Need consensus on what to do, common way of taking action. (Good luck!)

Development Muddle 200 multilateral development agencies bilateral agencies. Thousands of NGOs. Thousands of single-government agencies. Gazillions of individuals, charities, businesses. Who’s responsible, for instance, for Millenium Development Goals? Which ones? How much coordination is needed? Does it matter? Industry marches forward?

Governments & the 4 Groups Foreign ministry  United Nations Finance ministry  IMF/World Bank Development ministry  OECD/DAC Prime minister  G-20 If no one’s responsible, is anyone responsible?

US$200 billion a year U.N. spends $25 billion a year, 20% on overhead. World Bank has about $14 billion a year. OECD/DAC has about $84 billion a year. G-20 not a player. Rest is spent by other organizations.
