Networks ∙ Services ∙ People GÉANT Community Innovation Programme DISCUSSION 14th October 2015 GÉANT General Assembly

Networks ∙ Services ∙ People Some history Community: the art of collaboration is sharing clear objectives Innovation and / or beyond Programme: how to organise and manage Future steps 2 Agenda and discussion

Networks ∙ Services ∙ People Defined in the ToR of TERENA Technical Programme approved by GA in 1999 ToR is a framework for community based innovation activities, defining Task Forces Pilot Projects Interest areas TTC does not report to Board or to GA but ToR give responsibility for the Technical Programme to the VP Technical Programme, a function that is not in the present Board TTC acts as a sounding board of community experts to provide input on activities managed by (former TERENA) staff The mandate of the TTC extended until end of 2015 Together with the VP start a review of the ToR of the Technical Programme that suits the future purpose of GÉANT, in particular by include Innovation in the scope widened scope; i.e. not just technical 3 Future of TTC (from Porto GA meeting)

Networks ∙ Services ∙ People Draft ToR discussed with Valter Nordh Presentation to GÉANT Executive Management Team (1st September) Relevant GÉANT staff (3rd September) First videoconference for NRENs (4 th September) Update for Board meeting (15 th September) Discussion in General Assembly (14 th October) Approval by board and adoption by GA 4 Process

Networks ∙ Services ∙ People Internal: Positive input to coordination with PMF, PLM instruments Support for holistic approach, wider context that GN4 project Positive opportunity to provide structure to current “Innovation Programme” brand NREN who attended the VC: amongst other, GARR, FCCN, GRNET, CESNET, NORDUnet, SURFnet, SWITCH, LITNET, NIIF, HEANet, DFN.. crucial framework and body to operate at the level of the association and with a broader scope than the GEANT project alone. Ability to kickoff process in agile way, provide a structure for community to look into new ideas, debate them, and then facilitate the take up following appropriate internal GÉANT structure community focus is key: to help members to come together and do best what’s important for them. There are lots of bodies that do stuff for the GÉANT project and we should not make this another body like that, it should rather support members at being better at their business at home ongoing mechanism, platform and processes for anchoring the management of innovation/research in the community, support quick and prompt action, without complex administrative overhead 5 Feedback obtained so far (highlights)

Networks ∙ Services ∙ People GEANT: the Community (us NRENs) GEANT: the Organisation (Amsterdam & Cambridge) GEANT: the Projects (GN4, AARC, etc.) Observations We have many mechanisms and groups to influence the organisation and the project at a strategic level (via GA & board) The TTC “programme” is highly valued for fostering collaboration and knowledge sharing between the professionals of NRENs, and with GEANT The Community Innovation Program (CIP) cannot be all things to all people, and should not be competing with other committees, groups, etc. 6 Community: GEANT is a Collaboration

Networks ∙ Services ∙ People GEANT: the Community (us NRENs) GEANT: the Organisation (Amsterdam & Cambridge) GEANT: the Projects (GN4, AARC, etc.) Candidate goals of CIP 1.Help NRENs become better NRENs by e.g. sharing ideas, best practices, harmonise procedures, picking the best technologies, or jointly tackling an issue 2.Help GEANT-org to provide better services & portfolio by e.g. advising the executive on services and new services 3.Help prepare and run the GEANT projects by e.g. advising the GPPC on future topics and the project management on technical issues 7 Community: GEANT is a Collaboration

Networks ∙ Services ∙ People GEANT: the Community (us NRENs) GEANT: the Organisation (Amsterdam & Cambridge) GEANT: the Projects (GN4, AARC, etc.) Who can participate? 1.NREN staff 2.NREN community staff (universities etc.) 3.GEANT staff 4.Associates staff 5.Others, like EC staff, non-associates, governments 8 Community: GEANT is a Collaboration

Networks ∙ Services ∙ People Observations The raison d’etre of NRENs is to provide cost effective high end services in time for the users At NRENs innovation alone is not enough. Our community collaboration should extend beyond innovation The (next) GN projects focus on TRL 6 and above. Leaving the start of the product pipeline unchartered territory Scoping of CIP 1.Innovation like TF webRTC 2.Operation like SIG-NOC & TF-CSIRT 3.Management like TF-MSP 9 Innovation and / or beyond

Networks ∙ Services ∙ People Task forces Fixed-term, short-lived community based collaboration activities, provided largely by volunteers who decide to work together on specific tasks/deliverables. Special Interest Groups Similar to task forces, also community based and largely volunteering activities, but last longer and focus on community building, best-practice dissemination and knowledge exchange rather than on tasks and deliverables. Workshops One-of-a-kind or series of meetings, (un)conferences or BoFs organised around a specific topic of interest. Pilot projects or R&D part of projects small or large community projects administered/commissioned by GÉANT Advise executive and project management (how on next page) advising the executive on services and new services to serve advising the GPPC on future topics and the project management on technical issues 10 Type of activities

Networks ∙ Services ∙ People The programme Resources Time by participants (NRENs and others), non funded Secretarial support by GEANT Very limited funding by GEANT and NRENs Need for light weight “governance” Selection of activities: where there is enough interest Support of activities Advise the executive & GPPC Implementation via Community and Innovation Committee Works with Executive OR Board Decides on activities Chair/deputy chair: GEANT executive OR NREN staff Elected by GA OR appointed by Board Composition; 6-8 members subject matter experts/or representing specific communities Appointed by board OR elected by GA? Relevant staff members ex-officio Terms of office: 3 years/can be renewed once Minimum of three meetings/year 11 Programme: how to organise and manage
