What is a Provisional Ballot? When a voter appears ineligible to vote a regular ballot due to a discrepancy or issue with the voters registration information, or an issue with the voters Photo ID. Provisional voting allows the voter to cast a ballot that day. The ballot is then researched by the Board of Elections to determine if the voter was eligible to vote, or allows the voter to satisfy the Photo ID requirements prior to canvass. Provisional Ballots ARE COUNTED IF, the voter was eligible or met the requirements and are added to the certified vote totals. The vote totals we see on Election night are Unofficial.
