-Precedent: a council named CACIT ( ) that assisted both the Government and the Parliament (only from 2003) -CAPCIT was set up in 2008 by the Parliament of Catalonia (through a decision of Parliament of Catalonia’s Board) > the only parliament in Spain to have a scientific and technical advisory body. What makes CAPCIT closer to the Parliamentary Committee model? CAPCIT is not a committee (in legal terms), but very similar. CAPCIT is not a unit in the Catalan parliamentary structure. CAPCIT does not produce TA. Nature

What is CAPCIT? It is a forum of debate between Parliament and the scientific world. More similar to the POST Board Nature

TA Idea Informal (MP or scientific institution) or formal proposal (written in advance or proposed by the Speaker) Debate Discussed at the same or the next CAPCIT meeting. CAPCIT decides if a report is necessary and which scientific institution will be responsible for the report (time and extension). Report The report is done by the scientific institution. Presen- tation The scientific institution presents the report. There is an open discussion at CAPCIT.
