Energy Health Issues Social Issues Land Use Economics Education

Regions for economic change Brussels, 7-8 March 2007 Further dimensions of integration Spatial / governance levels local, regional, national, European municipalities, towns and cities, regions, countries EU Stakeholder‘s / citizen‘s involvement not enough used resource for generating acceptance and success need for strategy development and implementation

Regions for economic change Brussels, 7-8 March 2007 Selected strategy: mobility management Mobility management aims at influencing mobility behaviour by information, organisation providing new mobility services raising public awareness Stakeholders are to be supposed to care for the transport they generate. Mobility management is rather efficient if it is an integrated part of a bundle of measures. Mobility managemant has demonstrated its impacts but is used only in single European countries.

Regions for economic change Brussels, 7-8 March 2007 Selected strategy: intermodality Intermodality is a precondition for changing travel behaviour from single car use to alternatives. There are big differences between the European countries. Integral elements of an intermodality strategy door-to-door information and ticketing intermodal networks and interchanges integration of long-distance transport and "last urban mile“ integration within public transport baggage handling Combination of different transport modes on a single journey

Regions for economic change Brussels, 7-8 March 2007 Selected strategy: processes In sustainable urban transport measures fail all too often because of ignoring the need for planning and implementing processes. Important elements of successfully organised processes analysis of the stakeholder environment: identification of possible promotors, opponents and of strategies to include them organisation of the cooperation: internally/externally participation approach to include the citizens in due time planning and implementation of communication strategies and ways of solving conflicts Steering processes means optimising the integration of people and institutions

Regions for economic change Brussels, 7-8 March 2007 Conclusions  Integration of the different dimensions of policy does not mean that there is no need for “simple” policies: Both is necessary. e.g. there is a need for integrating modes as well as for single mode policies  Sectoral integration can help to increase acceptance  There is a need for a better matching the policies at different spatial or governmental policies  There are big differences in Europe in using mobility management and improving intermodality. EU transferability strategies can help.  Sustainable urban transport policy should pay more attention on processes
