Nonconforming Sign Upgrade (Pilot Project) The South Carolina Department of Transportation (SCDOT) in partnership with the Federal Highway Administration (FHWA) desires to reduce the number of non-conforming signs adjacent to all interstate highways and federal-aid primary highways constructed to controlled access standards in South Carolina.

Goal of the Project SCDOT will allow sign owners the opportunity to upgrade one (1) nonconforming sign on the interstate or the federal-aid primary routes constructed to controlled access standards in exchange for the removal and cancellation of two (2) permitted nonconforming signs.

Upgrade defined as (1)Replacing wood or I-beam support poles with a steel monopole at the same location of the sign to be upgraded and (2)Changing the existing sign face to 822 square feet or less.

Sign Status The sign shall retain its nonconforming classification until such time the sign meets the provisions of State law and State regulations.

Structures Types Upgrades to nonconforming signs shall be constructed as: 1. Single face 2. Single face back-to-back 3. Single face V type sign 4. Single face tri-vision or back-to-back tri-vision.

Participation Fee A $ revision fee will to collected for each upgraded nonconforming sign participating in this project and a $ annual permit fee will be assessed on each structure.
