2 ES-Mode ES-mode is an aspect of Self Organizing Networks (SON) ES-mode provides a standardized method of minimizing total electric power by moving traffic load from one cell to another and turning off equipment having no load while maintaining cellular service. ES-mode feature should be optional in standards. ES-mode feature should be applicable to new and deployed systems. ES-mode feature should have no impact at the cell-level for deployed systems.

5 Suggested way forward Consider a generic architecture that applies to 1x, HRPD, and other RANs. Focus on NMS-based communications path between vendor systems. Leverage the OAM work for ES-mode being done in 3GPP (e.g. SA5) and 3GPP2 WG2.
