Government power Federalists Believed that the federal government had implied powers. What are implied powers? Believed that public office should be held by “educated men of property” Democratic-Republicans Believed in a strict interpretation of the Constitution. What does it mean to have a strict interpretation? Believed that “individual liberties” would be safe only if ordinary people participated in the government.
