AQ Indicators Based on Ambient Air Directives National Reporting Jaroslav Fiala Czech Hydrometeorological Institute Prague, Czech Republic

Background The drawbacks of currently applied AP indicators : low robustness (are subjected to peak values fluctuations) not harmonised with national AQ reporting influenced by great differences in the number of stations in a individual country

Ambient Air Directives: Legal Base for AQ Indicator Reporting FWD and DDs: Define the common strategy and basic principles for air quality assessment and management Specify common methods and criteria for the ambient air quality assessment Require to apply these methods for the whole territory of a member state and to classify regions (zones) according to the adopted common air quality levels set by the DD =>=> The member states must identify the area of their territory on which the limit values (and limit values plus margin of tolerance) are exceeded By analogy, they are able to determine a portion of the population exposed to limit values exceedances

AQ indicators : AQI health ~ % of population within zones (areas) where limit values (and LV +MT) for protection of health are exceeded AQI ecosystems ~ % of territory (zones) where limit values for protection of ecosystems and vegetation are exceeded This indicators do not represent any additional burden on a national level

Example of assessment based on Ambient AQ Directives Aim of preliminary assessment is to identify the areas of mandatory measurements and areas in which the limit values, or limit values including the margins of tolerance, are exceeded. The Directive explicitly requires such classification for the whole territory of a country More details:

AQIh - Czech Republic % of population in areas classified according to 1DD, protection of public health

Example of assessment based on Ambient AQ Directives continuation

AQIe - Czech Republic % of areas classified according to 1DD, protection of ecosystems and vegetation

AQ Indicators based on National Indicators - Health Protection i.. country N i.. Number of population in a country X..pollutant (SO 2, PM 10, NO 2, …) AQIh ~... % of population in zones (areas) where any of limit values (and LV +MT) for protection of health are exceeded => calculated as % of union of zones where a limit values for a pollutant are exceeded

AQ Indicators based on National Indicators - Protection of Vegatation and Ecosystems A QIe ~... % of territory of zones where any of the limit values for protection of ecosystems are exceeded => calculated as % of union of zones where limit values for a pollutant are exceeded i.. country A i.. area of a country X..pollutant (SO 2, PM 10, NO 2, …)
