AGREEMENT between the European Organization for Nuclear Research (CERN) and the Joint Institute for Nuclear Research (JINR) concerning scientific and technical cooperation DRAFT

CERN and JINR have a long and successful history of collaboration, extending back to the earliest days of their existence. Most recently, this collaboration has taken place in the framework provided by the Co-operation Agreement dated 1992 on the further development of scientific and technical co- operation in the research projects of CERN and JINR, concretized by a number of specific Protocols dealing with aspects such as: Participation in LHC; Labview Support; Participation in LHC Operations; CLIC and Information Technology for LHC. Preamble

The purpose of the present Agreement is to define a Partnership Program (“PP”) between CERN and JINR which augments the agreements already in place by providing for co-operation on a reciprocal basis in particle physics, accelerator physics and techniques, educational programmes, technology transfer, administrative & financial tools, workshops and publication policy, as well defining how the results of the collaborative work may be used.

Article 1 CERN and JINR agree that it is important to strengthen the collaboration between the two Organizations so as to improve the coherence and complementarity of their strategic programs, as well as the coordination on their ongoing common projects and activities, taking due account of available resources. The strengthened collaboration will allow each partner to make best use of its facilities and know-how, and will enable the presentation of coherent policies in communications with Member and non- Member States.

- Particle physics - Accelerator physics and techniques - Educational activities - Technology transfer - Administrative & financial tools - Using of workshops - Publications policy -... CERN and JINR will provide necessary assistance for the scientific and technical cooperation in the following areas:

Active Participation and involvement of JINR to CERN accelerator program (LHC, CLIC, ILC and others) - joint elaboration and experimental research, visits of JINR specialists for theoretical and experimental investigations, joint development of accelerator test benches and experimental techniques, participation in beam shifts at CERN accelerators. Participation of JINR experts in applied research programmers coordinated by CERN (ENLIGHT - European Network for Research in Light Ion Therapy, and others) Accelerator physics and techniques

Accelerator physics and techniques (2) CERN’s partnership in the JINR basic facilities (NICA/MPD project, ILC and X-FEL activity and others) development: providing of joint elaboration and experimental research with participation of the CERN personnel from Accelerators and Beams (AB) and Accelerator Technology (AT) divisions, visits of CERN specialists to JINR for studying and modeling of beam dynamics and development of experimental accelerator test benches and accelerator technologies, carrying out of scientific research and design construction works at CERN, creation of systems and prototypes for JINR basic facilities

We have just started (last December) to discuss and draft the document Clearly, the Partnership Program between CERN and JINR has to be subject of approval by governing bodies of both organizations Status
