ISSUES RELATED TO NRLM ……..a presentation by Group 1

ISSUES AROUND NRLM 1.Timeline related to development of groups and monitoring indicators- Find out groups which are more than 7-8 years old and understand the dynamics, which would be a great learning experience. Coming out with milestones for INDIVIDUAL poverty eradication 2. Need for orientation of PD DRDA and staff implementing NRLM at all levels-Exposure visits can be arranged for best practice locations within and outside the state 3. Bank Linkage Related Issues – Prime role of DRDA to promote it – Continuous engagement with banks - learn from experiences of Bihar - capacity building of SHGs exposure visits for bankers

ISSUES AROUND NRLM 4. Producer Group related issues (Orissa)Right kind of institutional arrangement required Credit, Survival, proper governance etc. related issues need to be looked after 5. Bank Reluctance : Training for bank officials around master circular, DLCC – recovery issues also need to be addressed- UP and Bihar ( community based recovery mechanisms need to be devised) 6. Formation of group- related issues – Groups to be formed around affinities – greater chance for survival – women’s group only ( no successful examples among mixed groups for thrifted credit)

ISSUES AROUND NRLM 7. Approved loan limit related issues – Term loans ( instalments linked with amount of loans) and cash credit limits – renewed every year 8. Interest subvention issues- right now on quarterly basis later on monthly basis 9. Marketing and training- 20% of funds can be used- SRLMs can come up with business proposals -Infrastructure can also be taken on rent for marketing support

ISSUES AROUND NRLM 10. Role of animators and NGOs- Evolution of separate roles but there should be specified exit policy than culture of dependence 11. Poor identification- Participatory identification of Poor- Socio-eco vulnerability criteria can be specifically chosen 12. Innovation related issues : Ideas that have worked on small scale in livelihood and social sector –can be picked up to be scaled up by pro- poor institutions

ISSUES AROUND NRLM 13. Convergence with other schemes : Needs to be promoted at all levels 14. MKSP – Women friendly agricultural implements are available with Bhopal institute ICAR center for women and agriculture in orissa 15. Legacy related issues : Committed Liability- Cut off date is 31 st March, all sanctions prior to 31/3 to be honoured Time to Banks to ground the loans / schemes Auditing of bank branches and recouping all the money lying unutilized with them Time to DRDAs to meet the committed liability

ISSUES AROUND NRLM What to do with left over fund of SGSY (Opening balance) ? Accounting of committed liability Reverting the unused money to the SRLM Adjusting with the current years of release
