GNC Blanket Supplementary Feeding Programming (BSFP) Ali Maclaine Senior Humanitarian Nutrition Advisor January 2013

BSFP – what is it about ? BSFP interventions have different OBJECTIVES & AIM - vary from context and implementing agencies. Very much used in emergencies Costly and clearly defined in time and geographical area Target specific group with high coverage expected Limited evidence in terms of IMPACT so far Nor good guidance to monitor and evaluate the quality of programmes.

Putting together a guidance note A long process - COMPLEX A Consultation – BRAINSTORM Posts on ENN – SHARE EXPERIENCE Number of Reviewers – SHARE IDEAS Discussion --- some of issues are still NOT SOLVED Tool/Template box - PRATICAL/FIELD USER FRIENDLY WORKING PROGRESS but VERSION 1 is ready to go LIVE

M&E framework for BSFPs interventions Core set of indicators : WHAT ? WHICH ? HOW ? Does one size fit all at a minimum ? How to distinguish between process and impact ? BRAINSTORM following the outcomes of two BSFP impact evaluations (Save the Children (2010), CDC ( ). “indicators, which assess the delivery of the appropriate commodities and services to all the right beneficiaries at the right time”

Conclusions Work in progress with increasing experience from NGOs and UN agencies and need to document the intervention Need to discuss and share experience, lessons learned and recommendations Need to develop a M&E framework Sustain operational research to measure impact. Lobby donor to ensure BSFP is part of nutrition intervention portfolio until no other evidence
