An Industry In Pain There is a severe shortage of referees in every sport worldwide. Training programs for referees are regional, sporadic and insufficient to meet demand. A large percentage of referees are transient high school/college students. Sports organizations spend extensive time and resources recruiting referees and processing payments and taxes.
