MLPA Blue Ribbon Task Force Guidance for Marine Protected Area Planning Presentation to the MLPA North Coast Regional Stakeholder Group March 25, 2010 Crescent City, California Melissa Miller-Henson, Program Manager California MLPA Initiative Marine Life Protection Act Initiative

Compilation of BRTF Guidance Compilation of MLPA Blue Ribbon Task Force (BRTF) Guidance –Summary of guidance from previous study regions –Approved by the BRTF on March 1, 2010 Topics include: –Science guidelines–SAT evaluations –Cross-interest support–Best Readily Available Data –California Department of Fish and Game (DFG) Feasibility Criteria –Water Quality–Funding –Special Closures–Military Use Areas

BRTF Tribal Actions On March 18, BRTF discussed guidance to the MLPA North Coast Regional Stakeholder Group (NCRSG) regarding tribal use activities –Adopted specific language to supplement other guidance provided to date –Guidance document includes: 1.Memo from MLPA Initiative staff 2.Memo from InterTribal Sinkyone Wilderness Council BRTF to support DFG and California Department of Parks and Recreation in pursuit of long-term solutions –April 9 meeting of state and federal agencies with California tribes and tribal communities –Long-term solution not likely before completion of north coast planning process

Tribal Guidance from BRTF Work with California tribes and tribal communities to learn about practices and resource use Where possible, avoid high priority tribal use areas when recommending marine protected areas Where it is not possible to avoid tribal use areas, propose specific allowed uses in a state marine conservation area or state marine park BRTF noted that DFG guidance is allowed uses should apply to all Californians and not be specific to any tribe or tribal community

Potential Future Guidance Additional guidance from the BRTF as needed –Issues from the NCRSG or SAT will be flagged by MLPA Initiative staff –Guidance may be reviewed as additional information becomes available –State and federal agency dialogue with tribes and tribal communities may further inform guidance
