UNCLASSIFIED Exercise Objectives Improve AFRICOM’s ability to plan and conduct FCM support operations in support of the Department of State and the affected HN Understand USG/DoD roles, authorities and processes associated with conducting FCM and HA/DR operations Understand AFRICOM and potential component staff responsibilities in response to an FCM event Identify DoD, other USG, IO, and NGO activities that contribute to the overall FCM mission Identify government, non-government activities and military operations to achieve FCM “unity of effort” Objectives “validated” by JR 10-1 SLS results.

UNCLASSIFIED Key Elements of JR 10-2 JR 10-2 is an AFRICOM staff wide training event -Not a “purely” crisis action planning training event JR 10-2 structured in a “war game” format to expose the staff to a wide range of CM/FCM planning and operational considerations -Format allows for an examination/self-critique of how the staff is organized, trained, and equipped to deal with FCM operations JR 10-2 designed to “bin” the staff in to key “syndicates” -Syndicates allow discovery of roles and responsibilities over the range of FCM planning considerations and support operations Syndicates may explore planning “excursions” to look at wide variety of support options
