STAAR Security Training Created by Region 14 District Testing Coordinators

This Training Does Not Take the Place of Reading the Test Administrator Manual!

Changes to 2016 Testing Test times must be documented for each student, including breaks 5th and 8th Grades are back to SSI Shift in grades 3-8 test administration dates 4 th and 7 th Grade Writing are now one day, no field test questions

It’s The Law! Violation of security Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, and any person who fails to report such a violation is subject to … penalties. Release or disclosure of confidential test content could result in criminal prosecution under TEC § … and section of the Texas Penal Code.

Any irregularities in test security or confidentiality may also result in the ……invalidation of student results! A person who engages in conduct prohibited by the Test Security Supplement and in other test administration materials may be subject to the following penalties: placement of restrictions on the issuance, renewal, or holding of a Texas teacher certificate; issuance of an inscribed or non-inscribed reprimand; suspension of a Texas teacher certificate for a set term; or revocation or cancellation of a Texas teacher certificate.

Violation of Security and Confidentiality of Assessments Conduct that constitutes a severe violation of test administration procedures (serious irregularities) may include the actions listed in the following slides.

SERIOUS IRREGULARITIES  Directly or indirectly assisting students with responses to test questions.  Tampering with student responses  Viewing secure test content before, during, or after a test administration (unless specifically authorized to do so by the procedures outlined in the test administration manuals)  Discussing secure test content, student responses, or student performance  Scoring student tests, either formally or informally  Duplicating, recording, or capturing (electronically or by any other means) confidential test content without permission for TEA  Reinforcing, reviewing for, and/or distributing testing strategies during an assessment is strictly prohibited.

DO… … Stay in the room with your students Keep your testing materials with you at all times Actively Monitor Make sure students work independently Make sure all responses are filled in on answer document Remember that only trained test administrators can move test materials

Procedural Errors Failure to issue correct materials Not being properly trained Testing beyond time period/shortening time period Not reading scripted text verbatim Providing unallowable accommodations

■Procedural Testing Irregularities are less severe, more common, and are typically the result of minor deviations from testing procedures. ■Students are not allowed to talk to one another during testing. ■Students are not allowed to return to a subject-area assessment attempted on a previous test day or one that hasn’t been administered. ■Districts are required to investigate ALL potential testing violations! Failure to cooperate with TEA in an investigation or to properly report that an individual has engaged in conduct that violates the security and/or confidentiality of a test is itself a violation and could result in sanctions.

Expectations for Test Administrators ■Report any irregularity to DTC or CTC ■Do not view test without authorization ■Do not discuss confidential student information ■Do not check for strategies ■Announcement of time left to test orally or written in at least one hour intervals, more during last hour ■Make sure room is prepped for testing

Training Requirements ■Must receive annual training and sign an oath of test security and confidentiality ■Non-certified paraprofessionals must be supervised by a certified teacher for testing administration ■Trained test administrator must be present at all times

The Clock is Ticking ■Students will be provided 4 hours to Complete STAAR, STAAR A, or STAAR L (unless have extra time) ■5 hours for English I and II EOC ■Test administrators need a clock or a timer ■Start, break, and stop times MUST be recorded on seating chart ■Start time begins after directions have been read ■Students must record all responses by the end of the time period

Time Limits Breaks Included in the Time Limit (not allowed to stop the time clock) ■ water breaks ■snack breaks ■bathroom breaks ■short physical or mental breaks ■ Breaks NOT Included in the Time Limit (required to stop and restart the time clock)  lunch  emergencies  movement of students  medical breaks - Remember to record stop and restart times on the seating chart.
