Block Learning / Ready Relevant Learning and Sailor 2025 Block Learning / Ready Relevant Learning and AIM CPM / LO Module This purpose of this training is to familiarize Subject Matter Experts (SMEs) with their roles and responsibilities associated with a JDTA. The role of the SME is critical in the successful completion of the JDTA.

Sailor 2025 Concept To create a learning continuum Targets accession level A and C schools Goal of 30% of A and 70% of C schools moves to later in a Sailors career Based on direction from the CNO

How does this effect us Everyone needs to get on the same page Need tools to make this work It is time to execute and stop talking about it Rules to live by: 1. Systems Approach to Training 2. Start with the end-in-mind (Build to Requirement) 3. JDTA – Learning Objective – Assessments Aligned

Business Rules Blocking will only apply to training received during a sailor’s first tour (accession level training). RRL will be used for subsequent deferment , if needed. Alternate delivery methods will be considered/used when and where appropriate. Training can be moved left in the Delayed Entry Program (DEP), remain in place, or moved to the right (Blocked). 30% Target for training deferment for “A” Schools. 70% Target for training deferment for “C” Schools . Deferred blocks of training will be targeted to be 2 – 5 weeks  in length. Training that is blocked and moved to the right will be targeted to occur at 18 months for the second block of training and 15 months for subsequent blocks thereafter. The Rating Lead, Learning Center SME’s, Instructors, and Fleet SME’s will review and validate Training Task Attribute (TTA) data . When reviewing courses for blocking, consider alternate methods and/or integrating training requirements with other associated task(s). See “Changes to instructional delivery approaches/class scheduling” for a detailed description. Five SMEs to review the TTA data is considered a minimal review sample. TTA data will be posted to a common work environment (e.g., Sakai) to allow maximum participation in the review process. Training and a walk-through will be available to the SME’s before the review process begins.

Determining the Blocks of Learning Task Breakdown Blocking Learning Corrections Corrected for: Probability of Inadequate Performance Percent of Time Spent Performing Safety Requirement Immediacy of Performance Task Delay Tolerance Difficulty Critical Frequency Percent Performance Training Learning Difficulty + + = Recommendation Refers to the time, effort, and assistance required to achieve proficiency. Difficulty General Questions What are your Sailors doing that they shouldn't be doing? What specific things would you like to see your Sailors do, but don't? When you envision Sailors performing this job properly, what do you see them doing? What prevents you from performing a prescribed task to standards? Are job aids available and if so, are they accurate? Are they being used? Are the standards reasonable? If not, why? Any technology that helps with this task? How can you identify an expert? What skills do they demonstrate? Difficulty of Performance Is this considered a rating foundational requirement? What makes it difficult? What is the required proficiency level Is it a procedure or a principle? Is it based on an established documented procedure? How long it take you to reach the desired proficiency level? Criticality of Performance Why is it critical? How much time does it take to perform this task one time? What are the key performance requirements? How critical is time in completing the task? What is the impact on mission readiness or accomplishment? What safety and equipment risk are associated to this task? What platforms perform this task? What type of training did you receive to perform this task? How often does an apprentice need help to complete this task? How is it checked? QA? Supervised? Frequency of Performance How often do you perform this task? When do you normally perform this task? What events? Can you provide a scenario on when this task is performed? Task Learning Difficulty How much training time is currently provided on this task? How many performance based problems? Does the Sailor have issues performing this task based on supporting items? What are contributing factors that make task learning difficult? Training Learning Difficulty Training time required to achieve proficiency How essential a task is to job performance? (Mission) Critical The percentage of job incumbents who perform the task Percent Performance Frequency How often it is performed? 6
