2 Issue  Initial Transmit Power Setting The current specification defines an open loop power control for the initial transmit power setting on access probe. However, the open loop power control algorithm is based on the measurement over forwarding pilot and used to estimate the reverse link initial transmit power. The estimate is not accurate, and causes transmitting multiple access probes, which wastes mobile’s battery power.

3 Suggestions  Adjustment of Initial Transmit Power The network broadcasts the reverse link load information in an overhead channel. When the mobile station attempts to send an access probe, it adjusts its initial transmit power according to the received reverse link load information.
