Unit 2 Risk Management & Preincident Safety Chapter 3 and 4

Learning Objectives Discuss the meaning of and the process for risk identification. Discuss the meaning of and the process for risk evaluation. Discuss the meaning of and the process for risk control. Apply risk control strategies to an injury problem.

Learning Objectives Describe safety considerations in the emergency response station. Explain safety considerations as they apply to the emergency response vehicle. List the components of an effective response safety plan. Describe the components of a preincident planning process.

Learning Objectives (cont’d.) List the information that should be provided by the preincident plan. Describe the consideration for safety while training. Define the components of a wellness/fitness plan. Describe the considerations for interagency coordination as it applies to health and safety.

Risk Identification Risks could be defined as anything bad that could happen to an organization Local experience Identification of trends Safety audit Reviewing previous injury experience

Risk Evaluation Frequency –Frequency is simply how often a particular risk is likely to occur Severity –Measurement of how severe the loss or the consequences of the loss will be –Costs –Organizational impact Frequency and severity together

Risk Control Risk avoidance Risk reduction –Interrupting the Accident Sequence –The Haddon Matrix Risk transfer –Workers’ Compensation Insurance –General Liability –Property Insurance –Vehicle Insurance

Apparatus Safety Design Ongoing operational concerns –Preventative maintenance

Response Safety Driver selection Physical response environment Training Response policies

Preincident Planning The preincident plan should be on a form used department-wide Preincident planning should be done by the responders so they become familiar with the building during the preparation of the plan The process should provide for the updating of the plan at given time intervals

Preincident Planning (cont’d.) Target hazards should be identified and get priority in the planning process The preplan should include both text as a reference, site plan, and floor plan The preplan should provide the proper information

Safety in Training NFPA 1403

Employee Wellness and Fitness Medical fitness Physical fitness –aerobic or cardiovascular fitness –muscular fitness –body composition Emotional fitness

Interagency Considerations Look at the relationship between responder’s agency and others they cooperate with Mutual and automatic aid agencies Understand each agency’s priorities and roles

Summary Risk identification is realizing risks based on history and predicting risks for the future Risk evaluation is a measure of both frequency and severity Risk control can be accomplished by avoiding, reducing, or transferring the risk Preincident safety encompasses station safety, apparatus safety, response safety, preincident planning, safety during training, wellness/fitness programs, and interagency relations Safety is a state of mind and many components can be prepared for before an incident occurs
