Differences in role of the health department spokesperson and the incident PIO As a single agency during a disaster or public health emergency, messages intended for the public will be coordinated through a JIS mechanism and involve the agency spokesperson or PIO communicating critical information to the incident commander and to the JIS. The health department will only under special circumstances and with authority from the government executive communicate directly with the media or issue press releases during a disaster.
