Events in images and numbers The EC Headquarters (AIDCO/RELEX/DG DEV) and Delegations of the European Union The European Parliament Members States Civil Society and LA representatives (European-based platforms and Southern actors) In total, 11 European CSO&LA platforms have been consulted together with around 400 CSO&LA representatives coming from 50 Partners countries (150 participants in Bamako from 15 countries; 150 participants in Asunción from 17 countries and 110 participants in New Delhi from 16 countries). MS and MEP have also been actively involved both in regional seminars & working sessions in Brussels, as well as EC personnel and EUD. 9

Three Supporting initiatives Targeting specific issues: (i)Development Education & Awareness Raising activities in Europe: DEAR seminar took place in October (11 th -12 th ) & final report available on CISOCH (ii)Local Authorities’ role in development: 4 th Day of each Regional Seminar (iii) Human Rights & Democratisation: Amman seminar for ENP countries took place in June-July (29 th -1 st ), 2010 Results of these 3 supporting initiatives will be integrated in the Structured Dialogue process before the final conference: Working Group 3 & final Issue paper. 10

Where are we standing regarding each Working Group? Better define the roles and added-value of various categories of CSOs & LAs in cooperation Better characterize the division of labour between stakeholders and complementarity in approaches and programmes Identify ways to adapt EU aid modalities accordingly WG1. Roles and added value of CSOs & LAs in EU external cooperation WG2. Complementarity and coherence within the Aid Effectiveness Agenda WG3. EU aid delivery mechanisms WORKING GROUPS OBJECTIVES STATE OF PLAY All themes covered in the course of the 3 European working sessions + 3 regional seminars A preliminary wrapping-up document has been elaborated = Basis for the consensus- building process Debates have taken place in 2010 regional seminars + October session & will feed 2011 discussions. WG1&2 conclusions (reformulated as funding needs) form the basis of WG3 debates 12

WG1&2 wrapping-up document: What feedback is expected from platforms? Deadline for comments: 25th January 2011 Comments via the BLOG & contacting the TA Some important considerations: – Concentrate on key messages and preliminary recommendations; – Be precise and concise in your remarks and propose, when and where deemed necessary, alternative formulations; – Remain faithful to debates held so far and avoid lengthy elaborations/ reflections. 15

16 WG3: Status & next steps 1 st WG session – 14 th October 2010 Collective wrapping-up of Wg1&2 + Consensus building on needs and alternative aid modalities (”What needs result from Wg1&2 discussions and how can they be addressed”? 2 nd WG session – 26/27 th January 2011 Collective assessment of the responses proposed (in response to identified needs) (“What are the strengths, weaknesses and feasibility of the identified responses”) 3 rd WG session – March 2011 Collective assessment of the CfP mechanism (as a selection mechanism) & Guidelines for the selection of the right mix of aid modalities, depending on the context. (“What changes are needed in the EC CfP mechanism & how to choose the right mix of instruments, based on a context/actors analysis?”)

(ii) Calls for proposals with multiple funding phases (iii) Follow-up grants (2) Support interventions of third countries grass-roots & community-based organisations (i) Re-granting/block grants A larger sum of low value grants is given for distribution to intermediary organisations (ii) Financing in full under exceptional (100% of eligible costs covered by grant) and/or recognition of in-kind contributions (iii) Ringfencing of funds – reserve a share of the funding for these organisations The links between WG1&2 and WG3: from the needs to the aid modalities (ii) Technical Fiches are currently being drafted on each modality to be used as a starting point for January discussions: available online before Christmas. 17
